At the end of August, Xavier Roberti, ENSIE treasurer, went to a conference on: “Social enterprises promoting employment” in Finland co-organised by ARVO, Vates Foundation and Ilona project (ESF). It was a great opportunity to present ENSIE network to Finnish social entrepreneurs.
ENSIE took this opportunity of this event to exchange with its Finnish colleagues about good practices and experiences of creating a network. Indeed, if there are a lot of Social enterprises in Finland, they are not organized at the national level and do not engage in lobbying activities at the national or EU level. The Finnish social enterprises wish to participate further in EU projects and to exchange good practices. Being a network would be helpful and the current Finnish Presidency of the EU would be a good opportunity for such project.
The discussions covered other topics and debates such as social considerations and reserved contracts in public procurement, which is one of ENSIE current concerns following the Buying for Social Impact project. The question of how to increase the number of WISEs in Finland, which could be done through the establishment of a common public framework for WISEs and a common strategy. And the question of impact measurement with new social impact tools such as IOOA, an impact measurement tool and IMP, an impact management project tool they wish to adapt in Finland.
All these debates are to be continued in Finland and with ENSIE to promote the development of a strong network of work integration social enterprises that would be able to participate in public debates and work for the integration of the most disadvantaged people.

La conférence « Entreprises sociales promouvant l’emploi » en Finlande
Fin août, Xavier Roberti, trésorier d’ENSIE, a participé à une conférence sur “Les entreprises sociales promouvant l’emploi » en Finlande, coorganisée par ARVO, la Fondation Vates et le projet Ilona (FSE). C’était une bonne opportunité pour présenter ENSIE à des entrepreneurs sociaux finlandais.
ENSIE a profité de cet événement pour échanger avec des collègues finlandais sur bonnes pratiques et expériences de création de réseau. En effet, s’il y a beaucoup d’entreprises sociales en Finlande, elles ne sont pas organisées au niveau national et ne sont pas engagées dans des activités de lobbying au niveau national ou européen. D’autant plus que les entreprises sociales finlandaises veulent participer davantage aux projets européens et aux échanges de bonnes pratiques. La Présidence finlandaise de l’Union européenne est vue comme une belle opportunité pour un tel projet.
Les discussions ont couvert de nombreux sujets comme le développement des clauses sociales et des contrats réservés dans les marchés publics, ce qui est actuellement un point crucial pour ENSIE à la suite du projet Buying for Social impact. Une autre question concerne l’augmentation du nombre d’entreprise sociales en Finlande, il serait nécessaire pour cela de mettre en œuvre un cadre public commun pour les entreprises d’insertion ainsi qu’une stratégie commune, ce qui n’a pas été encore été fait. Enfin, les discussions ont abordé le développement de nouveaux outils de mesure de l’impact social comme IOOA, un outil de mesure de l’impact ou IMP, qui mesurer l’impact de gestion de projet qu’ils souhaitent adapter en Finlande.
Tous ces débats sont appelés à être poursuivis en Finlande et avec ENSIE pour favoriser le développement d’un réseau fort d’entreprises sociales qui serait capable de participer aux débats publics et d’œuvrer pour l’intégration des personnes les plus défavorisées.
